Mohammad Al Rahman Al Shumrani (born February 1, 1975 in Riyadh) is a citizen of Saudi Arabia currently held in the United States Guantanamo Bay Naval Base, in Cuba.〔 His Guantanamo Internment Serial Number is 195. A relief worker living in Afghanistan, al-Shumrani was arrested in 2001.〔 Al-Shumrani was transferred to Guantanamo on January 17, 2002.〔〔 As of August 2015 he remains held in Guantanamo as one of the ''"forever prisoners"'', individuals considered too innocent to face charges, but too dangerous to be released. On August 7, 2015, Carol Rosenberg, writing in the ''Miami Herald'', reported that documents presented to his 2015 Periodic Review Board panel, his following the news on ISIS was offered as a justification for his continued detention.〔 ==Official status reviews== Originally the Bush Presidency asserted that captives apprehended in the ''"war on terror"'' were not covered by the Geneva Conventions, and could be held indefinitely, without charge, and without an open and transparent review of the justifications for their detention.〔 〕 In 2004 the United States Supreme Court ruled, in Rasul v.
